Time Warner not in sync with HBO online videos, usage caps

Ars TechnicaHBO has announced that it will launch a video download service that will be free to subscribers of Time Warner Cable and HBO On Demand. The only problem is that this is happening at the same time that Time Warner plans to start implementing broadband usage caps.
